Green energy, hydropower plants: How Azerbaijan, Kyrgyzstan plan to develop energy cooperation - INTERVIEW

Cooperation between Azerbaijan and Kyrgyzstan in the energy sector is becoming increasingly dynamic. Signed agreements and joint projects open new prospects for developing the energy sector of both countries. The implementation of these projects will contribute to strengthening energy security, diversifying energy supply sources, and sustainable regional development.

On the sidelines of COP29 in Baku, Kyrgyzstan's Energy Minister Taalaibek Ibraev told Report about his impressions of the event, signed agreements with Azerbaijan, and prospects for bilateral cooperation, including in renewable energy.

- As part of COP29, Kyrgyzstan and Azerbaijan signed a Roadmap for 2024-2025 on energy cooperation and memorandums between energy companies of both countries. What is the essence of these documents?

- The signed documents cover areas such as supply of materials, including energy cables and equipment, as well as exchange of experience in the energy sector. Azerbaijan demonstrates rapid progress in implementing renewable energy projects, which is of interest to us. In this regard, there is an opportunity to learn from their experience in this field. At the same time, we can share our experience in using floating modular power plants, which are successfully operating in Kyrgyzstan.

- What specific investment projects in the energy sector are planned to be implemented in the near future within the cooperation between Kyrgyzstan and Azerbaijan?

- There are certainly common interests between our countries in the energy sector. We discussed several areas with our Azerbaijani colleagues, including hydroelectric power plant construction. We're talking about building small hydroelectric power plants in Kyrgyzstan. We're also considering possibilities for joint work in energy network repairs and equipment supplies. We expect Azerbaijani energy specialists to visit Kyrgyzstan soon, where specific projects will be discussed. Time will show what investment agreements will be signed.

- Is there progress in negotiations held in Baku between Kyrgyzneftgaz and Baku Oil Refinery regarding Azerbaijani oil and petroleum products supplies to Kyrgyzstan? What volumes are expected from Azerbaijan?

- Negotiations are ongoing with the management of the Heydar Aliyev Oil Refinery. An agreement has been reached for experimental supplies of 15 tons of fuel. We expect deliveries in the near future. We're currently working out logistics issues, after which we'll make decisions on further volumes and supply conditions.

- What can you say about Kyrgyzstan's participation in the Central Asia-Azerbaijan green energy corridor project?

- Kazakhstan, Uzbekistan, and Kyrgyzstan are already united in an energy ring. If a connection line between Azerbaijan and our neighbors is implemented, we can also use this route for power transmission. This is an important initiative, and Kyrgyzstan fully supports it. The project will allow Kyrgyzstan to expand opportunities for electricity export and integrate into the regional energy system.

- How do you assess the organization level of the COP29 climate conference in Baku?

- The event is organized at the highest level. Everything was thought through to the smallest detail: convenient logistics, uninterrupted transportation, and polite service personnel. When entering the COP29 territory, you don't even need to look for or check layouts of rooms and national pavilions. I especially want to note the work of volunteers who are always ready to help and guide the way. Baku made a warm impression on me, and I enjoyed being here these two-three days. I am grateful to the Azerbaijani people for their hospitality. I wish Azerbaijan peace, health, and prosperity!
