The technical mission of the EU observers is in Armenia, Secretary of the country's Security Council Armen Grigoryan said on the air of the Public TV.
"The mission is not military, but contains such opportunities ... They did not leave. Armenia has other mechanisms that it is trying to strengthen - military ones," Grigoryan said.
To a clarifying question about the observers, he explained that the observers who arrived on October 19 had left, but a new technical mission is in Armenia to assess the situation.
