By the order of the President of Poland he was awarded the "Grand Officer" for services rendered in the development of relations between the two countries in 2009

By the Decree № 418 of December 26, 1995 he got the rank of Lieutenant General, and according to the decree number 637 of January 15, 2002 - the rank of Lieutenant Colonel.

According to the Presidential Decree number 140 of 29 April 1994, he was appointed Minister of Internal Affairs of the Republic of Azerbaijan. By Presidential Decree number 144 of 3 May 1994 he was awarded the rank of Major General.

By Decree of the President of the Supreme Council of the Nakhchivan Autonomous Republic of 11 August 1993 he was appointed Minister of the Interior of the Nakhichevan Autonomous Republic.

He headed the Criminal Investigation Department, Chief of the Visa Office and the Head of Personnel Directorate Ministry of Internal Affairs of Azerbaijan during 1989-1993.

He worked as Minister of Internal Affairs of Nakhchivan Autonomous Republic in 1987-1989

He headed Department of Internal Affairs Alibayramli in 1984-1987.

He graduated from the Academy of the USSR Ministry of Internal Affairs in 1980. Then he passed urgent active service in the Armed Forces. During 1980-1984, he worked as deputy chief of Department of Internal Affairs of the Nagorno Karabakh Autonomous Oblast.

He served in the structures of the Criminal Investigation Department in 1975, he worked as chief of the Criminal Investigation Department of Internal Affairs of Shusha.

He graduated from the Baku police special high school in 1973
