He was appointed The Chief Executive of Baku city by a presidential decree in January 2001.


He was the Deputy Prime Minister of the Republic of Azerbaijan from January 2000 to January 2001.


President of the Republic of Azerbaijan signed a decree "On the extension of the positive experience of the executive branch of Surakhani district" in July 1999.


According to the Decree of the President of the Republic of Azerbaijan, he held the post of a chief of the executive branch of Surakhani district from February 1995 to January 2000.


He was a Director of the "Quantum electronics of semiconductors" Laboratory Institute of Physics, National Academy of Sciences of Azerbaijan since 1988.


He received the degree of Doctor of Physical and Mathematical Sciences under the leadership of Lenin Prize laureate Academician Alexander Alexandrovich Kaplyanski in 1987. He is a Doctor of Physic and Mathematical sciences, a professor. He is the author of over 30 scientific inventions, more than 200 scientific papers and monographs of him were published in leading scientific magazines of America, England, France, Russia, etc.


He finalized his research works under the supervision of a member of the Academy of Sciences of the USSR SSRİ, Lenin Prize laureate Eugeni Fiodorovich Gross and Marina Lazarevna Belle in 1976.


He entered the postgraduate school of Physics and Technology Institute named after A.F Joffe in Leningrad (now St. Petersburg) in 1968.


He graduated from the Physics and Mathematics Faculty of Azerbaijan State University in 1965.


Hajibala Ibrahim oglu Abutalibov was born on May 13, 1944 in Krasnovodsk city of Turkmen SSR.
