UN chief admits Security Council failed to end war in Ukraine

UN Secretary-General Antonio Guterres has admitted that the Security Council had failed to prevent or end the war in Ukraine.

This was "a source of great disappointment, frustration, and anger," he said.

"Let me be very clear: [it] failed to do everything in its power to prevent and end this war," he added.

Later Guterres said that while the Security Council was paralyzed, the UN adopted other measures.

He said he was shocked by the rocket strikes on Kyiv during his visit to Ukraine.
