Several proposals were discussed and certain decisions were made during the Moscow meeting of the foreign ministers of Azerbaijan, Armenia and Russia with the co-chairs of the OSCE Minsk Group, Foreign Minister of Azerbaijan Elmar Mammadyarov told reporters.

"Very broad substantive negotiations were generally held. The trilateral meeting of the foreign ministers of Azerbaijan, Armenia and Russia took place. Issues that so far hindered the progress in the negotiations were discussed in concrete form. I can't say that it was a complete breakthrough. But we managed to understand more deeply the moments that caused us problems with the Armenian side," Mammadyarov said.

In general, discussions were focused on the plan proposed by Russia in 2016, the minister added.

"Of course, it is impossible to solve all issues in one meeting. The achievement of this meeting was that we understood what problems are out there, what problems need to be solved. For example, Armenia raises the issues related to the status and security, while we focus on the withdrawal of Armenian troops from the occupied territories and the return of internally displaced persons to their native lands. Discussions were held around these four issues and it was decided to continue negotiations," the Foreign Minister said.

He also stressed that some proposals were voiced during the meeting. "They were put forward both by Russia and other co-chair countries, as well as by Azerbaijan and Armenia. "We will continue work in this direction," Mammadyarov said.
