National policy should be aligned with local realities, stated Lara Kinnear, an expert from the United Kingdom, at WUF13 in Baku, according to Report.
She said another important question was how, in the future, national progress reports could be transformed into a more action-oriented format.
"First, national progress reports really need to connect national policy with the realities of implementation on the ground. The report should reflect not only outcomes, but also enabling conditions. It is not about making reports better, but about making them part of a broader intelligent system. We have a lot of information and technological advances that we can use in the next generation of reporting systems," she said.
