Information about the "Kovyor" operation was provided 8 minutes after the control systems of the Azerbaijan Airlines aircraft that crashed in Kazakhstan were lost.
As Report informs, this was noted in the preliminary investigation report conducted in accordance with the requirements of Annex 13 of the 1944 Chicago Convention on International Civil Aviation of the International Civil Aviation Organization.
"At 05:13:32 the aircraft lost primary flight controls, at 05:21:42 the coordinating air traffic controller conveyed to Grozny ATC the information on “Kovyor” special operation. No information relating to an explosion of the oxygen cylinders is included in the report."
