Azerbaijan intends to create independent ICT regulatory body

Baku. 30 December. REPORT.AZ/ Azerbaijan envisages establishment of independent regulatory agency for development of telecommunication and information technologies field.

Report informs, Strategic Road Map for development of telecommunication and information technologies declares.

Rationale of the decision says, conduction of reforms towards adaptation of the sector to new challenges of global economy, liberalization of telecommunications market, improvement of regulatory mechanisms, establishment of sound competitive climate are necessary incentives to ensure sustainable development of this field.

According to the document, new regulatory body will shape the telecommunication market, ensure the development, conduct assessment to determine number of participants demanded in the market, and regulate issues like release of licenses to market subjects, transparent distribution of national frequency spectrum, allocation of numerical resources to market participants and delivery of numbers among operators.

Notably, according to report of International Telecommunication Union, 190 regulatory bodies operate all over the world during last 20 years to ensure efficient regulation of rapidly growing and constantly changing telecommunication sector. These bodies apply various regulatory measures, depending on development strategies of countries they operate.
