Ming Zhang: Emergency response mechanisms must be prepared in advance

The effectiveness of post-disaster recovery directly depends on the preparedness of institutional mechanisms and the ability of local authorities to coordinate processes on the ground, Ming Zhang, Director for Urban Development and Disaster Risk Management at the World Bank, said at an event held within the framework of World Urban Forum 13.

Report quotes him as saying that one effective approach is a homeowner-driven recovery model, particularly in low-density areas.

Zhang noted that in densely built urban environments, reconstruction processes require more complex contracting mechanisms and significant institutional preparation.

"When a disaster occurs, it is important that response mechanisms are already in place rather than being created from scratch," he emphasized.

The World Bank representative added that the experience of Türkiye and Chile demonstrates the importance of having pre-established emergency and disaster response systems.

He also particularly highlighted the role of local authorities in restoring municipal infrastructure and supporting affected communities.
