    Azerbaijan has always fulfilled all its commitments, Foreign Ministry Spokesperson Leyla Abdullayeva said.

    Report quotes her as saying Azerbaijan always stood for the all-for-all principle.

    "However, Armenia refused to do so," Leyla Abdullayeva said.
