“Effective use of human capital, capacity building of employees, filling vacant positions in state bodies and continuous professional development of civil servants are topical issues in the reform process in the civil service," Chairperson of the Board of Directors of the State Examination Center Maleyka Abbaszade said at a seminar on "Competitiveness model in public administration: challenges and solutions."

Abbaszade noted that in the modern world the concepts of skills and qualifications

are replaced by the concept of competence assessment: “Application of competency-based assessment further enhances public choice and evaluation in public service, resulting in transparency and efficiency of management."

She stressed that the 'Rising' competition was established to support, and create a human resources bank in the country to identify promising senior executives with high intellectual and management skills. Serious work is currently underway in this direction.

" At the same time, I would like to stress the importance of the achievements made by the private sector in the competence development model. Studying this experience and then applying relevant models will make a selection of civil service candidates more flexible and efficient.

"Different activities within the EU's Eastern Partnership Program allow exploring existing problems, challenges, positive experiences of regional countries in the civil service, as well as discussing possible solutions for the successful implementation of the competency model in Azerbaijan," Abbaszade said.
