COP31 adviser calls for people-centered approach to climate action

Climate initiatives should improve people's lives and be viewed through the lens of productivity, food security, resilience and investment opportunities, rather than simply as a set of targets, commitments and costs, Christian Mensah, Senior Adviser to the COP31 Presidency Office, said during a panel discussion held as part of Baku Climate Action Week 2026 (BCAW 2026).

He said that climate strategies should take into account the views and interests of as broad a range of stakeholders as possible, involving them directly in the discussion process.

"We are not going to talk to people - we are going to talk with them. Through this, we will be able to learn and develop recommendations," Mensah said.

He stressed that when implementing climate initiatives, it is essential to first understand who they are intended for and what practical benefits they can deliver.

"If the climate agenda is seen only as a goal, important commitment or cost, it becomes increasingly difficult to maintain engagement. But if it is viewed through the lens of productivity, food security, resilience and investment opportunities, the coalition becomes much broader," Mensah said.

Mensah also highlighted the fragmentation of the modern world. He said current challenges should not be viewed as insurmountable barriers, but rather as problems requiring joint solutions.
