Khanlar Aghalarov: Boulevard administration does not administratively regulate retail prices

Neither the Seaside Boulevard Administration nor any other state body administratively regulates retail prices or the cost of various services set by businesses, Chairman of the Board of the Seaside Boulevard Administration Khanlar Aghalarov said in an extended interview with Report and ARB TV.

According to him, prices for goods and services offered by businesses operating within the Seaside National Park are determined under free-market conditions, except in cases of state regulation provided for by law.

"Although administrative regulation is not possible, within the scope of its authority, the Administration takes measures to ensure affordable prices, a diverse range of services and a free competitive environment in the area. The main format of this work is dialogue with businesses. For example, if factors contributing to price increases can be eliminated, we consider providing such organizations with certain concessions in their commercial terms, applying incentives and using other tools to prevent price increases. Our work with businesses in this area over the past several years has already produced certain results," he said.

Aghalarov stressed that one of the most common trends observed in the past was the artificial increase in prices by businesses due to a surge in visitor numbers during major events.

"Thanks to the work carried out, such cases have been prevented. The gradual implementation of consumer protection requirements, including ensuring price transparency and providing open information about goods and services, has enabled progress and helped address existing shortcomings. The Seaside Boulevard Administration maintains regular contact with businesses to continue resolving such issues," Aghalarov added.
