Azerbaijan strengthens control over preventing sale of same apartment to several people

Baku. 29 June. REPORT.AZ/ The State Committee for Property Issues (SCPI) is preparing for widely introduction of advance registration mechanism of real estate.

Gulu Khalilov, Head of the Committee's Information, Public Relations and Protocol Department, told Report.

According to him, the main purpose of the mechanism is to prevent sale of one apartment to several people by housing cooperatives: "For this purpose, prior to the construction, certificates will be issued on advance registration of the apartments. That is, it will be known in advance to whom the apartment belongs. It will be impossible to sell the same apartment to several people. In fact, pre-registration mechanism developed long ago, however, it was not widely practiced because the public is not informed about it".

G.Khalilov added that the certificates by construction companies will include exact size of the living space, which will prevent housing cooperatives to deceive people on measurement. Another interesting and important point is that it will be possible to mortgage an apartment in advance based on registration.

Notably, tomorrow the SCPI will hold a public presentation on "Pre-registration of Real Estate: Advantages and Benefits". The public will be informed on essence of the process, in general, positive effects to the development of real estate market.
