The Russian military leadership is increasingly prioritizing completing the city's capture before the start of the Ukrainian counteroffensive, Report informs, citing the Institute for the Study of War.

"Wagner financier and chief Yevgeny Prigozhin ceded the northern and southwestern flanks to the Russian MoD and confirmed that VDV elements are supporting the Wagner main effort in Bakhmut in this way," ISW analysts say.
