EU disburses nearly €2.8 billion to Ukraine under Ukraine Facility

The European Union has disbursed nearly €2.8 billion to Ukraine under the Ukraine Facility mechanism, aimed at supporting the country's financial stability, reforms, and progress toward EU membership, European Commission spokesperson Guillaume Mercier said during a briefing in Brussels, as quoted by Report's European Union.

"Today, we disbursed nearly €2.8 billion to Ukraine under the Ukraine Facility. The funding will help Ukraine meet its financing needs and maintain the functioning of public administration while the country continues to defend itself against Russian aggression," Mercier said.

He noted that this is the seventh tranche provided under the Ukraine Facility. Since March 2024, the total amount of assistance allocated under the Ukrainian Plan through the mechanism has reached €29.5 billion.

According to Mercier, the latest payment became possible after Ukraine implemented a number of reforms in the areas of public finances, the judiciary, energy, agriculture, and digitalization.

Responding to a question about the amount of funding Ukraine did not receive due to unfulfilled reforms, the European Commission spokesperson did not provide specific figures.

"We do not usually communicate the amount of funds that were not disbursed. We communicate the amount that is paid and the fulfillment of the required conditions," he said.

At the same time, Mercier stressed that Ukraine may qualify for additional payments as it completes the remaining reforms, noting that the Ukraine Facility regulation includes a degree of flexibility and a time reserve for meeting obligations.

"This flexibility mechanism was built in from the start. The situation on the ground remains extremely difficult, and we take that into account," Mercier noted.

According to the European Commission, Ukraine met 11 targets under the current payment request and also completed a number of reforms carried over from previous stages of financing.
