Azerbaijan's parliamentary commission presents report on hybrid attacks against COP29

The Commission of Azerbaijan’s Milli Majlis (Parliament) against Foreign Interference and Hybrid Threats has prepared a special report titled "Hybrid Attacks Against COP29: Our Society Must Not Fall Victim to Hybrid Threats!", the Milli Majlis told Report.

The report noted that information warfare against Azerbaijan had intensified since the decision to host the 29th Conference of the Parties (COP29) of the UN Framework Convention on Climate Change on December 11, 2023.

As the campaign against Azerbaijan became increasingly coordinated and widespread, Speaker of the Milli Majlis Sahiba Gafarova tasked the Commission against Foreign Interference and Hybrid Threats to investigate within its authority. The investigation culminated in a public discussion themed “Hybrid Threats Against COP29” on October 21, involving MPs, civil society representatives, think tanks, and experts on hybrid threats and cybersecurity. A wide exchange of views was held on the issue.

The report, prepared in November in both Azerbaijani and English, is based on the discussion's outcomes and analysis of open-source information. It exposes the hybrid threats used against Azerbaijan, including disinformation and "lawfare", a combination of law and war terminology. The report reveals the origins and perpetrators of these attacks and the mechanisms used by certain countries to circumvent international law norms and principles.

The document also sheds light on parliaments and international human rights organizations that serve as tools of hybrid warfare, executing specific orders with the financial and political support of certain states. Their funding mechanisms and biased leadership, representing the interests of particular groups, as well as Armenia and the Armenian diaspora, are exposed.

The report examines the coordinated activities of some parliamentarians, major media outlets, "human rights" organizations, and the Armenian lobby, providing examples of their campaign tactics.

Ample space is dedicated to the activities of Armenian lobby organizations, wealthy diaspora Armenians, and Armenian officials who have traditionally shown hostility towards Azerbaijan and actively participated in the anti-COP29 campaign.

The report concludes by analyzing the recent social media campaigns and hashtags used against COP29 and presents statistical figures on the global media's interest in the event. To inform the international community, the special report will be sent to the parliaments of friendly and partner countries.
