Azerbaijan plans to introduce the FIATA Bill of Lading (FBL) system on its territory, which is a negotiable multimodal transport bill of lading, Chairman of the Board of the Azerbaijan Association of Freight Forwarding Companies Kamran Habibov said during the fifth Black and Caspian Freight Forum 2026 in Baku, Report informs.
This document is issued by a freight forwarder who assumes the role of a multimodal transport operator.
"The organization is called FIATA, and its arsenal includes the FBL bill of lading. We are talking about a single multimodal document that makes it possible to transport goods by various modes of transport with a single documentary execution. At present, our association, in cooperation with the Ministry of Digital Development and Transport, is holding relevant consultations and working on the issue of integrating FBL in Azerbaijan," Habibov noted.
As he emphasized, of course, Azerbaijan's efforts alone in this direction are not enough.
"Nevertheless, as soon as we initiate this process within the country, we intend to promote it among other states of the Middle Corridor as well, showing the benefits of this solution. As in global practice, logistics documentation is gradually being digitalized, and FIATA is also transferring the FBL into an electronic format (e-FBL). This work is being carried out very actively, and, probably, by the end of the current year we will be able to demonstrate the first results," Habibov added.
