Innovations expected in mandatory health insurance in Azerbaijan

There will be innovations in the referrals submitted to benefit from the mandatory health insurance system, an official at the State Agency for Mandatory Health Insurance, Arif Akbarov said, Report informs.

According to him, there will be some changes in the rules for issuing referrals this week: "Until the co-financing provisions come into force, only a referral letter will be required for inpatient admission to public hospitals. A referral form will not be necessary for any outpatient service. Citizens will receive outpatient medical services and examinations at the state medical institution without a referral card. When inpatient care is required, either the examining physician or the primary health care provider in the area provides a referral."

Arif Akbarov noted that no other changes are planned.

"Another innovation is that when a citizen applies to a private medical institution without a direct referral and needs emergency services, the contracted medical institution creates a request at the agency's e-mail address and the agency's staff investigates whether those services are provided in the state medical institution. When the urgency of the disease is justified, either a doctor or a and this service is not available at the state medical institution, it is considered appropriate to provide medical services to the patient by mail. However, if a citizen applies directly to a private medical institution for any planned operation or other planned services, they will be provided with services at their own expense," he added.
