As Russia is an intermediary country, it can prepare any document. Whether Azerbaijan accepts that document or not is another matter. The proposals contained there raise questions, Farid Shafiyev, Chairman of the Management Board of the Center for International Relations Analysis, said while commenting on Russia’s Lavrov Plan, which includes proposals on Garabagh, Report informs.
Shafiyev believes that the mediators should also engage in this issue: “The former OSCE Minsk group also had such a document. I see no problem here. As for specific proposals, the government of Azerbaijan has stated several times that the rights of the Armenian population will be ensured within the framework of the Constitution of Azerbaijan. In other words, some of the issues in the "Lavrov Plan" are already provided in the Constitution of Azerbaijan. For example, there are already Georgian and Russian language schools operating in Azerbaijan. These educational institutions are funded by the state budget of Azerbaijan. Some proposals raise questions. There is no official reaction to these proposals yet.”
