Baku: November 10 statement does not provide for stationing of Armenian troops in Azerbaijani territory

The statement by the Armenian Foreign Ministry dated August 11, 2021, accusing Azerbaijan of the alleged violation of the November 10, 2020, tripartite statement, is yet another fruitless attempt of the Armenian Republic to evade the commitments assumed on the full implementation of the provisions of the mentioned document, the press service for the Azerbaijani Foreign Ministry said, Report informs.

"We bring to the attention of the Armenian Foreign Ministry that paragraph 1 of the tripartite Statement declares the 'complete cessation of fire and all military actions in the conflict zone starting 00.00 Mosciow time on November 10, 2020,' and also notes that the Azerbaijan Republic and the Armenian Republic stop where they are. It should be noted that the word 'stop' does not mean 'stay' in this or any other context. It applies both to the Russian language, in which the Statement was made, and other languages.

"Moreover, Paragraph 3 of the trilateral Statement features the deployment of Russian peacekeeping forces 'along the confrontation line in Nagorno Karabakh and along the Lachin corridor.' Paragraph 4 of the tripartite Statement exclusively notes that the 'peacekeeping contingent of the Russian Federation is deployed on par with the withdrawal of the Armenian armed forces.'

"Paragraph 6 of the tripartite Statement reads that 'the Azerbaijan Republic ensures the safe movement of citizens, transport means and cargo along the Lachin corridor in both directions.'

"It means that the coordinated formulations of the tripartite statement signed on November 10, 2020, clearly point to the withdrawal of the Armenian armed troops from the territory of Azerbaijan and by no way provide for the transfer and deployment of military.

"The international community is well aware of the practice of nonfulfillment by the Armenian side of the basic norms and principles of international law, resolutions of international organizations and commitments undertaken. In this connection, it would be enough to recall Armenia's refusal to fulfill the requirements of the four resolutions of the UN Security Council adopted in 1993.

"This destructive practice is devoid of any prospects in terms of ensuring long-awaited peace and security in the region," the statement reads.
