Soltanov mentioned that Karabakh and East Zangazur have been designated as net zero emissions zones by 2050: "The third document under the NDC framework aims to achieve this goal. The latest technologies are already being implemented in Karabakh to meet the net zero emissions target. Thanks to innovative solutions by Azerishig OJSC, energy losses have been significantly reduced, approaching European standards."

The deputy minister also highlighted ongoing urban planning efforts in Karabakh to construct buildings with a focus on thermal efficiency.

“Azerbaijan is not among the world's developed countries, and our climate change responsibilities differ in this regard. The main responsibility for current climate change lies with industrialized countries. Countries like ours should prioritize economic efficiency and implement feasible measures in this area."
