Azerbaijan starts exploring potential of wind energy in Caspian Sea

EOLOS Floating LiDAR Solutions has commissioned an integrated floating LiDAR buoy, model FLS200, at Azerbaijan Green Energy Company's (AGEC) offshore wind development site in the Caspian Sea, Report informs referring to EOLOS.

This campaign is the first of its kind to assess offshore wind zones in the region.

EOLOS won a contract in January 2026 to conduct a comprehensive measurement campaign at the offshore site. According to EOLOS, OWC (part of the ABL Group) acted as a technical consultant on the scope of work and procurement process.

The campaign is expected to last one year. Its goal is to provide investment-grade (bank-grade) datasets necessary for selecting turbines and foundation types.

The contract was signed as part of AGEC's agreement with the Azerbaijani Ministry of Energy to conduct preliminary surveys and preparatory work in the Caspian Sea.

As reported in December 2025, the Ministry of Energy entered into an agreement with Clean Energy Capital, a subsidiary of AGEC, to evaluate, develop, and implement an offshore wind project with an initial capacity of 200 MW and a total capacity of 600 MW.

In a comment to Report, Sunniya Durrani-Jamal, Country Director for Azerbaijan at the Asian Development Bank (ADB), previously stated that the country had submitted a request to the bank for assistance in creating offshore wind infrastructure.

Abid Malik, Regional President of Acwa for Central Asia, said in an interview with Report that the company intends to participate in the feasibility study of such projects in Azerbaijan.

Azerbaijan aims to increase the share of renewable energy in its energy mix to 38% by 2030 (toward this end, 8 GW of renewable energy projects are currently being implemented).
