Azerbaijan has presented its Sustainable and Empowering Cultural Revitalization (SECURE) Model at the 48th session of the UNESCO World Heritage Committee in Busan, South Korea, the Ministry of Culture told Report.
The model was showcased during an international panel discussion focused on best practices for post-conflict cultural recovery. Developed by Azerbaijan, the SECURE framework is designed to support the protection, restoration, and revitalization of cultural heritage in post-conflict settings.
The event brought together representatives of the UNESCO World Heritage Centre, ICCROM, ICOMOS, and ICESCO.
Sabina Hajiyeva, head of Azerbaijan's State Service for the Protection, Development and Restoration of Cultural Heritage, said the SECURE model is based on Azerbaijan's practical experience and could be adapted for use in other post-conflict countries.
The panel, moderated by Azerbaijan's Permanent Representative to UNESCO, Ambassador Elman Abdullayev, examined issues including cultural heritage protection, international cooperation, capacity building, and the involvement of local communities in recovery efforts.
Participants highlighted the SECURE model's potential as a platform for international cooperation and expressed support for expanding collaboration on its implementation and further development.
The SECURE model was first introduced at the 13th World Urban Forum (WUF13) held in Baku in 2026.
