The negotiating parties at COP must instill hope in people, as more and more people face problems caused by climate change, Ireland's Minister for the Environment, Climate, Communications and Transport, Eamon Ryan, told a panel during the second day of Pre-COP29 in Baku, according to Report.

He emphasized that it is extremely important for the global community to see that the parties are capable of negotiating and that the negotiations are successful.

"This year in Baku, we need to agree on financing. We need more transparency, we need new carbon markets. We need to ensure funding for adaptation measures, so climate financing will be a key issue at COP29," he said.

Ryan noted that the success achieved at COP29 will have an impact on negotiations in Belem next year.

"This is a complex process. It's very technical, often legal, very difficult to understand because climate change is a very big problem," the minister said.

Eamon Ryan added that although Ireland's prime minister will also be at COP29, he will lead the Irish delegation: "We will also have our own climate envoy."

The minister also said that Ireland expects more contributions to the loss and damage fund.

"We need them to mitigate the consequences, reduce emissions, adapt to climate change, and help countries, especially those that are most vulnerable, cope with these changes," he said.

Speaking about Ireland's initiative in combating climate change, Ryan said that the country is systematically increasing its contributions to climate financing programs: "Over the past three years, we have doubled climate financing, and 80% of these funds are spent on adapting to climate change."
